ABSTRACT:

The land elections of 2001 in Hamburg and Berlin mark a political landslide. While the Greens, the SPD and the CDU have lost a lot of their electoral support, the FDP, the PDS and the newly formed Law-and-Order party ("Rechtsstaatliche Offensive") lead by "Judge Merciless" Ronald Schill are the clear winners of the two elections. However, the result of the elections can be best explained by local issues, candidates and events. Therefore one should not jump to conclusions about the likely electoral returns in the upcoming federal election of 2002 from these results.
